Can we track our own state certifications?: Yes. Define any credential with its own cycle, hours, and certificate rule.
Does changing a rule rewrite history?: No. Records stay as entered. Statuses recompute, and the dialog says how many change.
Is this tied to the simulator?: No. It stands on its own, in the same platform as DORs and task sheets.
